617 GRANT DETERMINATION (AAM)

SR 22-24 Dated 08/22

Previous Policy

____________________________________________________________

Individuals eligible for a grant must be determined eligible for ANB, APTD, or OAA financial assistance in one of the following: independent living, residential care facility, community residence, HCBC-CFI (formerly known as HCBC-ECI), HCBC-DD, HCBC-ABD, or HCBC-IHS.

Once the individual has been found eligible, and the net income has been subtracted from the Standard of Need based on the living arrangement and number of individuals in the assistance group (see Section 601, Table A, Income Limits for more information), if the amount of the monthly grant:

·     ends in $.49 or less, round down to the nearest dollar; or

·     ends in $.50 or more, round up to the nearest dollar.

The result is the actual monthly grant.

Example

An OAA individual living in an independent living arrangement has net monthly income of $300.75; this net income is compared to the Standard of Need for this group size – for this example the Standard of Need for this group size of 1 is $855 (3/2022).

$855 (standard of need) – $300.75 (net income) = $554.25 as the monthly OAA grant before rounding.

Using the above rounding procedure, the .25 cents is dropped leaving the monthly grant as $554.

The monthly OAA grant is distributed to the individual in 2 equal payments during the month (see Section 617.01, Assistance Payments:  Determination, Frequency, and Issuance for more information).  For this example the individual would receive $277 for each payroll period ($277 x 2 payroll periods= $554 OAA monthly grant).

The minimum authorized grant amount shall be $2.00 per month, after rounding.

Exception: Supplemental payments for nursing facility residents with available income less than the personal needs allowance are not subject to the $2.00 minimum payment.

If the individual eligible for an SSP grant resides with others in an independent living arrangement, does not have any food or residence expenses, and does not receive SNAP benefits, reduce the SSP grant by an additional one-third (see Section 617.03, SSP One-Third Grant Reduction Principles, for more information).
