231.01 HCBC-ECI Financial Assistance SR 94-04, 04/94 (AAM-A)

If the individual requests financial assistance and HCBC-ECI, the following individuals must be included in the assistance group if they live together:

• individual requesting assistance, and

• individual’s spouse.

Exception: If the spouse has applied for or is receiving TANF, the spouse is not included in the HCBC-ECI financial assistance group.

A needy essential person may be included in the financial assistance group at the option of the individual requesting HCBC-ECI. The needy essential person must meet all of the following requirements:

• Iives with the individual requesting assistance,

• does not meet the categorical requirements for OAA, ANB, or APTD, and

• is determined by the individual requesting assistance to be essential to their well-being.

A needy essential person cannot be included in the medical assistance group.
