305.03 Definition of U.S. Citizen SR 94-04, 04/94 (AAM-A)

U.S. citizens are individuals born in the United States, Puerto Rico, Guam, the Northern Mariana Islands, the Virgin Islands, American Samoa, or Swain’s Island. U.S. citizens are also individuals granted citizenship status by Immigration and Naturalization Services (INS).
