203.03 Family Assistance Program (FAP) (FAM)

The Family Assistance Program (FAP) provides financial assistance for families with dependent children:

       in which all of the adult individuals in the assistance group (AG) are receiving financial assistance for Aid to the Permanently and Totally Disabled (APTD), Aid to the Needy Blind (ANB), or Old Age Assistance (OAA);

       who are cared for by a specified relative other than a parent who is not requesting or receiving any category of FANF financial assistance (caretaker relative not included); or

       who are cared for by a parent, or a specified relative other than a parent who is requesting or receiving FANF assistance (caretaker relative-included), who meets one of the following permanent NHEP exemption criteria:     

-    being age 60 or older; or

-    receiving SSI, SSDI, or Veteran’s Administration benefits with a disability rating of 80% or greater.

       AGs may opt to be transferred to FAP from another FANF category of financial assistance when a parent or caretaker relative:

-    has been determined by the NHEP representative to be permanently exempt from NHEP work requirements due to having long-term obstacles to employment;

-    is the only adult in the AG and is permanently exempt from NHEP work requirements due to receiving APTD medical assistance only; or

-    is requesting a second or subsequent hardship extension for caring for a disabled relative, AG member, or spouse, and the District Office Supervisor has reviewed the case and determined that circumstances warrant a permanent exemption from NHEP work requirements.

 

The FAP program has no work component. All members of a FAP case are exempt from NHEP work program requirements. FAP recipients may volunteer for the NHEP work program but are not eligible for any NHEP work program-related support services as described in Section  808.41Support Services.
