703.11 Applying Recipient Resources (FAM)

Allow the assistance group to retain $250 in personal property resources before applying the assistance groups countable personal property resources to meet emergency needs for permanent housing. Authorize EA funds to meet needs not covered by the assistance group’s resources, minus $250, but do not authorize more than the maximum amounts.

Personal property resources are liquid assets, including bank accounts, accessible trust funds, stocks and bonds, certificates of deposits, and cash. Standard FANF resource policies apply, with the following exceptions.

Exceptions:

• count all income tax refunds (federal, state, and local); and

• count resources that result from an accumulation of types of income that are excluded by federal regulations.

Example:

Count any resources resulting from an accumulation of funds originated from federal fuel assistance grants, earned income tax credit, senior citizen community service income, or other income normally exempt under FANF policy.
