The purpose of the Single Course activity is to allow participants to update or upgrade skills to become immediately employable, without participating in a degree or certificate program.
Example: a single course might be authorized when a participant who has clerical experience needs a computer class to help find immediate employment. The activity is counted as a secondary activity that must prepare the participant for employment.
Distance learning is a permissible when prior approval is authorized by BFA State Office.
NHEP Requirements
NHEP participants may be approved for participation in single educational courses, if the courses meet all the conditions specified below:
• Are supported by the employment goals as indicated on the EP;
• Improve the participant’s immediate employment prospects;
• Are vocationally specific; and
• Do not exceed one term of education or training as defined by the institution.
Documentation and Verification
This activity must be supervised no less frequently than daily. The countable hours are verified and documented no less than once a month. NHEP participants must use Form NHEP266, NHEP Education/Training Activities Verification Form, to verify weekly participation in education or training activities.
To determine actual hours of weekly participation, count:
• The actual hours spent in the classroom, verified by the instructor;
• One hour of unsupervised homework or study time for each hour of actual classroom time, if required by the school; and
• Any additional hours outside the classroom if:
- required by the school;
- completed in a supervised setting; and
- verified by the school.
Form NHEP275, NHEP Distance Learning Activity Log, may be used to verify time spent in distance learning activities such as web-based classes or trainings. The participant must have a statement on file from the school or instructor documenting the weekly time expectations for the course. That amount indicated by the school or instructor is the maximum that the participant can count towards participation in that activity for a week.
Participants must document all the time spent on coursework on the Form NHEP275. There is no allowance for homework time for the distance learning activity. Participants must also verify with an NHEP representative that they are making progress in their course through the submission of corrected quizzes, tests, papers, and emails from the instructor.
Support Services
The following support services may be authorized for this activity:
• NH Child Care Scholarship;
• Transportation assistance (payment to enrolled public/private carriers, mileage and auto repair reimbursement);
• Tuition; and
• Fees and supplies.
Support Services Authorization and Limitations
Support services for education and training costs for participants referred to a Single Course activity are subject to the following limits:
• Payments for books, fees, tools of the trade and child care registration fees are limited to a total of $500 per state fiscal year per participant; and
Exception: Child care registration fees are limited to one registration fee payment per family, per provider, per state fiscal year.
• Tuition assistance is limited to a total of $1,575 per state fiscal year per participant.
Exception: For NHEP participants already receiving WIA training services, only the WIA staff may authorize WIA payment for Single Course activities and related support services. For all others, DHHS funding is used only when other sources of funds are not available.
