201 PROGRAM REQUIREMENTS SR 08-04, 04/08 (FAM-A)

When an individual requests financial or medical assistance, determine whether the individual meets the requirements of any of the programs administered by the Department of Health and Human Services.

Financial and medical assistance are available to eligible individuals and families under Financial Assistance To Needy Families,* Healthy Kids, and Related Medical Coverage programs.

*Financial Assistance To Needy Families

Financial and medical assistance is offered through the following categories. All categories have a 60-month lifetime limit for receipt of financial assistance.

Temporary Assistance To Needy Families (TANF)

TANF provides assistance through 2 separate, yet related programs:

• the New Hampshire Employment Program (NHEP); and

• the Family Assistance Program (FAP).

Income and resource requirements are the same for both programs, but the FAP program has no work requirements. *

Interim Disabled Parent (IDP)

IDP provides assistance to families in which at least one parent is unable to participate in work activities due to a medical disability.

Families With Older Children (FWOC)

FWOC provides assistance to single and two-parent families that contain a child age 19 up to the age of 20 and still in high school or high school equivalency full-time.

Unemployed Parent (UP) *

UP provides assistance to two-parent households in which the primary wage earner is unemployed or underemployed. *

Transitional Assessment Planning (TAP)

TAP focuses on assessing a parents readiness to enter work or training. Some parents may get assistance in this category while preparing for participation in work activities.

Related *Medical Assistance

• Medical assistance (Medicaid) is available to eligible individuals aged 19 or older who meet *categorical requirements of Financial Assistance to Needy Families. Those who qualify for *any of the above categories of financial assistance automatically also qualify for the corresponding category of *medical assistance.

• *Medical coverage is also available to certain groups of individuals who do not have to meet the *categorical program requirements.

Healthy Kids Medical Coverage

Healthy Kids is the name of all medical coverage available to eligible children under age 19, regardless of the category under which the child qualifies for medical coverage.

Under the umbrella of Healthy Kids, medical coverage is available to children under the age of 19 either through Healthy Kids-Gold (HKG) or Healthy Kids-Silver (HKS).

• Children eligible for HKG coverage can receive retroactive medical assistance, and those with eligibility based on a percentage of the poverty level (HKG185 and HKG300) can be determined presumptively eligible by a qualified entity (i.e., a community outreach agency trained by DFA staff). See Section 205.01, Children Up To Age 19.

• Children aged 1 to 19 not eligible for HKG medical coverage due solely to income may be eligible for Healthy Kids-Silver Medical Insurance. Healthy Kids-Silver (HKS) provides subsidized medical insurance coverage, in cooperation with New Hampshire Healthy Kids Corporation (NHHKC), for children age 1 to 19 whose net family income is higher than 185%, but less than or equal to 300%, of the federal poverty income guidelines. See PART 220, HEALTHY KIDS-SILVER MEDICAL INSURANCE.

Exception: Healthy Kids-Silver is also the name used for unsubsidized medical insurance through NHHKC, for children in families with net income higher than 300% of the federal poverty income guidelines. Children ineligible for the Departments Healthy Kids medical coverage programs due solely to income are referred to NHHKC for potential eligibility for unsubsidized HKS.
