201 PROGRAM REQUIREMENTS SR 12-04, 07/12 (FAM-A)

When an individual requests financial or medical assistance, determine whether the individual meets the requirements of any of the programs administered by the Department of Health and Human Services.

Financial and medical assistance are available to eligible individuals and families under Financial Assistance to Needy Families (FANF), *Childrens Medicaid (CM), and Related Medical assistance programs.

Financial Assistance To Needy Families (FANF)

Financial and/or medical assistance is offered through the following categories. All categories have a 60-month lifetime limit for receipt of financial assistance.

Temporary Assistance To Needy Families (TANF)

TANF provides financial and medical assistance through 2 separate, yet related programs:

• the New Hampshire Employment Program (NHEP); and

• the Family Assistance Program (FAP).

Income and resource requirements are the same for both programs, but the FAP program has no work requirements.

Interim Disabled Parent (IDP)

IDP provides financial and medical assistance to families in which at least one parent is unable to participate in work activities due to a medical disability.

Families With Older Children (FWOC)

FWOC provides financial and medical assistance to single-parent families that contain a child age 19 up to the age of 20 and still in high school or high school equivalency full-time.

Unemployed Parent (UP)

UP provides medical assistance only (no financial assistance) to households in which the primary wage earner is unemployed or underemployed.

Related Medical Assistance

• Medical assistance (Medicaid) is available to eligible individuals aged 19 or older who meet FANF categorical requirements. Those who qualify for any of the above categories of financial assistance automatically also qualify for the corresponding category of medical assistance.

• Medical assistance is also available to certain groups of individuals who do not have to meet the categorical program requirements.

*Childrens Medicaid (CM) is available to children under the age of 19*. Children eligible for *CM can receive retroactive medical assistance, and *can be determined presumptively eligible by a qualified entity (i.e., a community outreach agency trained by DFA staff). See Section 205.01, Children Up To Age 19.
