223 CHILDREN WITH SEVERE DISABILITIES SR 04-04, 05/04 (FAM-A)

Severely disabled children may be eligible for TANF-related Healthy Kids-Gold medical coverage under the Children with Severe Disabilities (HKG-CSD) coverage group. Applicants and recipients of HKG-CSD do not have to meet the specific TANF requirements of deprivation of support or care of a parent or living with a specified relative, to be eligible for coverage. Application for HKG-CSD medical coverage is made on paper Form 800, Application for Assistance, or Form 800HR, HEIGHTS-generated Application for Assistance, if application for the program is being made by a recipient of another program during the individuals redetermination/recertification.

To be eligible, the child must:

§   be under 18 years of age.

§   be age 18 through age 19 and attending high school or a high school equivalency full time.

Exception: HKG coverage ends when the child reaches age 19. CSD children who remain eligible during their 19th year receive coverage under the Departments medical assistance (Medicaid) program.

§   have countable income and resources available or deemed as available to the child that do not exceed the TANF medical assistance limits in Chapter 600, Standards and Budgets.

§   meet Office of Health Planning & Medicaid (OHPM) disability criteria specified in Item 903(d) of the Medical Assistance Manual.

§   have parental or guardian approval to undergo medical treatment recommended by OHPM, unless good cause exists (see Item 903 of the Medical Assistance Manual).
