Severely disabled children may be eligible for TANF-related Healthy Kids-Gold medical coverage under the Children with Severe Disabilities (HKG-CSD) coverage group. HKG-CSD do not have to meet the specific TANF requirements of deprivation of support or care of a parent or living with a specified relative, to be eligible for coverage. Application for HKG-CSD medical coverage is made on paper Form 800, Application, or Form 800H, HEIGHTS Application Form.
To be eligible, the child must:
• be under 18 years of age.
• be age 18 through age 19 and attending high school or a high school equivalency full time.
Exception: HKG coverage ends when the child reaches age 19. CSD children who remain eligible during their 19th year receive coverage under the Department’s medical assistance (Medicaid) program.
• have countable income and resources available or deemed as available to the child that do not exceed the TANF medical assistance limits in Chapter 600 , Standards and Budgets.
• meet Medicaid Administration Bureau (MAB) disability criteria specified in Item 903(d) of the Medical Assistance Manual.
• have parental or guardian approval to undergo medical treatment recommended by MAB, unless good cause exists (see Item 903 of the Medical Assistance Manual.
