The Postal Service delivers official DFA mail, such as Notices of Decision, to home addresses. Mail may be sent to a post office box or to a general delivery address, but only if one of the following is true:
• home delivery of mail is not available where the recipient lives, or
• mail pilferage is an extensive problem in the recipient’s area.
Determine whether the recipient has a valid reason for use of a post office box or general delivery address.
Verify continued need for a post office box or general delivery address at every determination and redetermination. Accept any document or collateral contact that reasonably establishes the need.
