717.11 Who is Eligible for Part B Buy-In? SR 99-18, 05/99 (FAM-A)

To be eligible for Part B buy-in, an individual must be eligible for Part B Medicare and be one of the following:

• Recipient of financial assistance under Title IV-E (foster care or adoption subsidy) or Title IV-A (TANF). Consider a TANF individual to be a recipient of financial assistance even when the $10 minimum grant requirement prevents a check from being issued;

• Terminated from Title IV-A or Title IV-E financial assistance but is categorically eligible for extended MA because of increased earnings or increased child support;

• Recipient of categorically needy medical assistance (non-nursing facility resident), and one of the following:

- Receives SSI (Title XVI);

- Meets Pickle Amendment criteria;

- Certified as 1619(b) by SSA; or

- Entitled to the 1972 20% SSA benefit increase deduction;

• Recipient of the Specified Low-Income Medicare Beneficiary (SLMB) program, SLMB135, or SLMB175. SLMB and SLMB135 provide for payment of the monthly Part B premium when a recipient meets all QMB requirements except income. SLMB175 provides direct client payment for a portion of the monthly Part B premium. • Recipient of the Qualified Medicare Beneficiary (QMB) program.
