925 TRAINING OR EDUCATION PREPARATORY TO EMPLOYMENT SR 14-16, 04/14 (FAM-A)

Allow payment for child care services to parents who are not receiving TANF financial assistance and are participating* in a post-secondary training or education program*, including internet courses, when the training or education program meets all of the following criteria. The training/program:

• leads to a degree, certificate, or license in an area of specialization such as an associates degree in Computer Technology,* an LPN certificate, or a journeyman’s license;

• *has an immediate practical application toward*, employment or employment advancement;*

• is not a single course apart from the degree or certificate program or training for a license;

• does not exceed 2 years (104 weeks) of study in a lifetime; and

• does not result in a degree at the bachelor’s level or higher.

For parents receiving TANF financial assistance, require all of the above, except allow a degree at the associate or bachelor level. (See RSA 167:7(VI))

For TANF (non-NHEP) and non-TANF recipients, authorize a maximum of two pre-requisite courses for post-secondary education or training programs for a nursing program only. These courses count towards the 2 year (104 week) lifetime limit for everyone.

For TANF and non-TANF recipients, allow payment for child care services to participate in a work study or internship, whether paid or unpaid, that is required to complete a program.

Non-TANF recipients who are participating in a paid internship or work study must be considered employed for the work hours and have any income received counted as part of the family's monthly gross income. Unpaid internships that are required to complete a program are considered a training activity.

For TANF cash recipients, work study income is not counted and work study is considered a training activity not an employment activity.

NHEP participants who are complying with an approved Employability Plan, may receive payment for child care services for post-secondary training or education, including single, pre-requisite, and internet courses, for up to 2 years (104 weeks) in a lifetime.

Note: For any recipient, degrees in General Studies or other majors that do not have an immediate application to employment are not allowed.
