Basic Maintenance Needs Allowance (BMNA) — for TANF financial and categorically needy medical assistance, the dollar amount that is included in the Standard of Need for monthly basic needs, excluding shelter costs and including:
• food,
• clothing,
• laundry,
• telephone and telephone installation charges,
• life insurance premiums,
• chore service,
• nonreimbursable public and private transportation,
• automobile purchase and operating expenses,
• heat and/or utilities that are not included in the shelter cost,
• essential furniture and equipment,
• moving of household goods,
• property repairs and improvements,
• security deposits for utilities and shelter rentals,
• prior indebtedness, and
• any other incidentals and or costs not separately recognized by the Division.
Basic Maintenance Payment Allowance (BMPA) — for TANF financial and categorically needy medical assistance, the dollar amount that is included in the payment standard for monthly basic needs, excluding shelter costs.
Boarder — an individual residing with others and paying reasonable compensation for lodging and meals.
Budgetary Unit — the group of individuals who are residing in the same housing unit whose needs are taken into account and whose income and resources may be used to determine eligibility for Medical Assistance.
