Fair Market Value — the price at which a willing seller and a willing buyer will trade. For automobiles and trucks this means the "trade-in value" as specified in the National Automobile Dealers Association (N.A.D.A.) Official Used Car Guide, also known as the "Blue Book."
FNS — the Food and Nutrition Service of the United States Department of Agriculture. The federal agency that administers the Supplemental Nutrition Assistance Program (SNAP).
Fleeing Felon — Individuals who are fleeing to avoid prosecution or custody for a crime, or an attempt to commit a crime, that would be classified as a felony (or in the State of New Jersey, a high misdemeanor).
