709.04 Cash-out of EBT Food Stamp Benefits SR 03-15, 11/03 (FSM-A)

EBT food stamp benefits can be converted to EBT cash benefits when a food stamp recipient moves to a non-EBT state. Conversion may occur even if the individuals case has closed.

• The individual must make the request for conversion in writing, and must provide his or her new out-of-state address.

• The worker must determine if this is a non-EBT state.

• If the individuals new address is in a non-EBT state, contact State Office EBT Staff for further assistance. Conversion is completed once all other methods of aiding the individual in obtaining the benefts have been exhausted.

• If the individuals new address is in an EBT state, conversion is denied. Recipients in most EBT states may use their card to purchase eligible food stamp items so long as the EBT account is active.

Cashed-out food stamp EBT benefits are accessed, in the same manner as any other EBT cash benefit, by using the EBT card at an Automated Teller Machine (ATM) displaying the QUEST logo.
