709.21 Replacing Coupons Already Returned to Inventory SR 94-04, 04/94 (FSM-A)

When coupons remain undelivered as of the last working day of the month, they are:

• returned to inventory,

• recorded on the monthly coupon Cancellation Report, and

• recorded on the food stamp history terminal display.

Replace coupons already returned to inventory with a manual issuance when all the following conditions are met:

• The household requests its allotment and furnishes an accurate address.

• The households request is received no later than the 20th of the month after the coupons have been returned to inventory. Do not honor late requests.

• Verify cancellation through the Cancellation Report or the terminal display.

• Review the reason for late reporting with the individual to determine the need for continuing benefits.

There are no time frames for replacement of coupons, except that they should be replaced as soon as possible.
