Fair Market Value — the price at which a willing seller and a willing buyer will trade. For automobiles and trucks this means the "trade-in value" as specified in the National Automobile Dealers Association (N.A.D.A.) Official Used Car Guide, also known as the "Blue Book."

FNS — the Food and Nutrition Service. The federal agency which administers the Food Stamp Program.
