Individuals are eligible for 12-month extended medical assistance (EMA) without regard to the amount of resources or unearned income they have available.
Count the average gross monthly earnings only during the second six-month period (use the fourth month report information for the seventh month, seventh month report for months 8, 9, and 10, etc.). The amount of gross monthly earnings is determined as follows:
include countable earned income of all assistance group members;
include countable earned income of any parent who returns to the home during the reporting period; and
exclude earned income that is excluded when determining FANF financial assistance eligibility, (e.g., student earnings).
Determine the average child care costs necessary for the employment of the parent/caretaker relative as follows:
only count child care costs that are not subject to third-party payment or reimbursement;
count child care costs for any child in the household that must be cared for in order for the parent/caretaker relative to be employed; and
subtract the average child care costs necessary for employment from gross monthly earnings to determine if family income is at or below 185% of the federal poverty income level for the family size.
