Community residences provide personal and social care to mentally ill and developmentally disabled individuals who cannot live alone but do not need to be institutionalized.

Some community residences are considered an enhanced family care facility (EFC) if the residence is owned and operated by a person or family living in the residence. The EFC host family provides services in a certified family environment.

Individuals are entitled to receive one of the community residence standards of need if all of the following are met:

. individual meets the categorical requirements for either OAA, ANB, or APTD;

. individual resides in a community residence;

. if the residence has:

- more than four beds, it must be licensed and certified by the State of New Hampshire,

- four beds or less, it must be certified by the Division of Developmental Services (DDS), or the Division of Behavioral Health (DBH); and

. DDS area agency case manager establishes that the individual is appropriate for placement in a community residence.

Use the independent living standard of need if any of the following are met:

. the residence is not certified or licensed as a community residence;

. the certification or license has expired or is suspended; or

. the individual is not appropriate for placement in a community residence.
