CAP - The gross income eligibility limit for categorically needy medical assistance for the following types of cases: nursing facility, HCBC-CFI, and HCBC-DD.
Caretaker Relative - A specified relative who is not the biological, step, or adoptive parent, but is providing care for the children in the assistance group.
Case Income - The combined countable earned and unearned income of all assistance group members.
Cash Surrender Value - The amount of money which the owner of a life insurance policy would receive if the policy were cashed in.
Child Support - Payments for the maintenance and care made to and on behalf of a child.
Citizen - A person who, by birth, marriage, or naturalization, owes allegiance to a country, shares the political rights of that country, and is entitled to reciprocal protection from that country's government. Form purposes of this manual, citizen means U.S. citizen.
Client Error - A misunderstanding which results in the individual receiving an incorrect level of assistance.
COLA - The annual cost-of-living adjustment determined by the Social Security Administration (SSA).
Community Spouse - The non-institutionalized spouse of an institutionalized individual.
Countable Income - Any type of income that is not excluded and which is used to determine eligibility or the amount of assistance.
Countable Resources - Real or personal property which is considered in determining eligibility, when resources are counted for a category of assistance.
Current Change - A change that has already occurred.
