Interviews are official and confidential discussions of household circumstances and only required for individuals applying for:

. medical assistance for the Elderly, Blind, or Disabled (OAA, ANB, or APTD medical assistance);

. Qualified Medicare Beneficiary (QMB) and another program of assistance;

. Qualified Disabled and Working Individuals (QDWI);

. Specified Low-Income Medicare Beneficiary (SLMB) and SLMB135 and another program of assistance;

. Refugee Medical Assistance (RMA); and

. Long-term care (LTC) services, such as Home and Community-Based Care (HCBC) or Nursing Facility (NF) services.

Exceptions:

. Do not require a personal interview for New Hampshire Housing Authority (NHHA) residents, or ServiceLink-assisted individuals who apply using DFA Form 800Q, Assisted Application For Help With Medicare Costs Through the Medicare Savings Program, to apply for QMB, SLMB/SLMB135, or QDWI programs.

. Do not require a personal interview for individuals who apply for MAGI-related Medicaid only*, unless they want other programs of assistance and/or, they are also applying for one of the medical assistance categories named above.

. Do not require a personal interview for individuals who apply, when the only program of assistance the individual is requesting is QMB, SLMB, or SLMB135.

. Do not require a personal interview for individuals reapplying for In and Out medical assistance because they want to change from a one- to a six-month spenddown period, if the reapplication is made within 6 months of the previous eligibility interview.

. Do not require a personal interview for individuals who are only applying for Family Planning medical assistance.

. If the information provided for an initial determination of eligibility establishes that the individual is ineligible, the worker may deny the case without an interview.

The worker must do all of the following:

. evaluate all available information, including any existing case record;

. resolve any unclear or incomplete information;

. inform individuals of their rights and responsibilities; and

. provide information about program policies and procedures.

Conduct an interview, if required by the program of medical assistance being requested:

. prior to each initial eligibility determination;

. at regularly scheduled face-to-face redeterminations of eligibility; and

. as a result of reported changes, or the discovery of conflicting information regarding eligibility criteria.

Cases redetermined via the mail-in or online redetermination process are not required to have an interview, however one must be granted if it is requested.

Waiver of the personal interview does not exempt the individual from the verification requirements.
