219 FINANCIAL ASSISTANCE TO NEEDY FAMILIES (FANF) SR 13-35, 10/13 (MAM-A)

Financial Assistance to Needy Families (FANF) medical assistance is offered through:

• TANF (Temporary Assistance to Needy Families);

• IDP (Interim Disabled Parent);

• FWOC (Families With Older Children); or

• UP (Unemployed Parent).

Temporary Assistance to Needy Families (TANF) offers financial and medical assistance and consists of 2 separate, yet related programs: the New Hampshire Employment Program (NHEP) and Family Assistance Program (FAP). Income and resource requirements are the same for both programs, but the FAP program has no work requirements.

TANF categorical program requirements for financial and medical assistance and medical assistance only (MA-only) include the presence of a dependent child in the household who meets all of the following:

• is deprived of the support or care of a parent;

• lives with a parent or specified relative; and

• is under 18 years of age or under age 19 and a full-time student in high school or in a high school equivalency program.

Exception: Certain refugees who do not meet the categorical requirements for FANF may be eligible for Refugee Cash Assistance (RCA) or Refugee Medical Assistance (RMA).

Interim Disabled Parent (IDP) offers financial and medical assistance and is for one and two-parent families where at least one parent is determined disabled and unable to work. To be eligible, the adult in a one-parent family cannot be receiving Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI). In a two-parent family, at least one parent cannot receive SSDI or SSI. Unless otherwise noted, program eligibility requirements are the same as for the TANF financial assistance program.

Families With Older Children (FWOC) offers financial and medical assistance and is for families that include a child age 19 up to age 20, who is a full-time high school student or basic education student. Unless otherwise noted, program eligibility requirements are the same as for the TANF financial assistance program.

Unemployed Parents (UP) offers medical assistance (MA) only, no financial assistance. UP MA eligibility requirements are the same as for NHEP financial assistance except that 2-parent families must additionally meet certain unemployment criteria.
