NEW HAMPSHIRE DEPARTMENT OF HEALTH AND HUMAN SERVICES

Notice is hereby given that the New Hampshire Department of Health and Human Services (“the Department”) is proposing to amend the Title XIX State Plan in response to Senate Bill 455 (2024), whereby the NH Legislature appropriated funds for a Medicaid service rate increase for prosthetic and orthotic devices, effective July 1, 2024, contingent upon Governor signature. 

The Legislature mandated to increase the reimbursement rate for prosthetic and orthotic devices under Medicaid so that it is equal to no less than 90 percent of the reimbursement rate under Medicare as of January 1, 2024, effective July 1, 2024, contingent upon Governor signature. In addition, the department is proposing to update the fee schedule for specific Durable Medical Equipment (DME), effective July 1, 2024. The proposed will allow Medicaid recipients continued access to necessary healthcare services and ensure sustainable provider participation in the Medicaid program.  

The aggregate fiscal impact to the Medicaid fee for service program as a result of this rate increase is estimated to be an increase in expenditures for the remainder of FFY 2024 estimated to be $37,280.00, which is made up of $18,640.00 federal funds and $18,640.00 in non-federal funds and $149,118.00 for FFY 2025, which is made of $74,559.00 federal funds and $74,559.00 in non-federal funds.
