109.03 Processing a Filed Application (FAM)

The time frames for processing the application begins on the date the completed application, is received, or "filed", in the District Office. Once the application is filed, applicants are scheduled for an initial eligibility interview.

 

Ineligible for All Programs of Assistance Requested

If the applicant is ineligible for all programs of assistance requested, the department will advise the individual of the reason(s) prior to starting the interview. No application shall be denied without the applicant having the option to participate in a full interview.  

 

If the individual does not want a full interview:

•     They have the right to withdraw (see 109.05, Withdrawal of a Request for Assistance);

       They will be referred to a community, state, or federal agency that may be able to assist them;

       The application will be denied at the beginning of the interview.

 

If potential eligibility exists, the interview will be conducted for all programs of assistance the applicant has applied for.

At the completion of the interview the applicant:

       Agrees to review the Eligibility Interview Summary (EIS), which summarizes the information provided during the application process and will notify the department within 10 days if any of the information is incorrect of has changed;

       Will review the Your Rights and Responsibilities;

       Will complete the Statements of Understanding, if it was not provided with the application, before the application is considered completed.

       If the applicant:

-    has internet access, they are provided with BFA Form 800W, Website Forms, which directs them to the DHHS website to review the information associated with the program(s) of assistance for which they are applying; or

-    does not have internet access they are provided with the required program-specific paper forms listed on BFA Form 800W for review.

 

Prior to ending the interview, the applicant is advised of:

       Providing all required verifications that are needed to the District Office;

       What changes need to be reported and how to report them timely; and

       The right to appeal a decision. If the individual does not agree with BFA’s decision then they have the option to file an appeal with the Administrative Appeals Unit or through the District Office.
