Termination of MEAD and MOAD Premiums Elimination

RETROACTIVE EFFECTIVE DATE:

SUMMARY

This Supervisory Release (SR) releases a policy update on collecting premiums for individuals receiving medical assistance under the Medicaid for Employed Adults with Disabilities (MEAD) and Medicaid for Employed Older Adults with Disabilities (MOAD) programs.

 

FORMER POLICY

NEW POLICY

Individuals open under the MEAD or MOAD categories of medical assistance, with net income equal to or greater than 150% and less than or equal to 450% of the Federal Poverty Guidelines are required to pay a premium. 

Individuals open under the MEAD or MOAD categories of medical assistance, are not required to pay a premium. 

 

BACKGROUND

House Bill 1661 of the 2022 legislative session removed the requirement that the Department charge premiums under the MEAD and MOAD categories of medical assistance as a condition of eligibility, effective July 1, 2022.

 

NEW HEIGHTS & NH EASY SYSTEMS PROCEDURES

·        Information regarding MEAD/MOAD premiums will no longer generate on any client notices.

·       The premium non-payment field on the MEAD/MOAD Premium Nonpayment screen will no longer be in use or have a negative effect on MEAD/MOAD eligibility.

·       TPL will no longer need to get the weekly MEAD feed of income and MEAD changes.

This policy is retroactively effective July 1, 2022.

This SR may be destroyed or deleted after its contents have been noted and the revised manual topics released by this SR have been posted to the Online Manuals.
