SUMMARY
This SR releases the following policy changes related to the annual eligibility renewal process for categories of medical assistance (MA) that use modified adjusted gross income (MAGI) in the eligibility determination process. These changes reflect Affordable Care Act (ACA) reforms implemented at 42 CFR 435.916 and NH decisions related to those reforms:
· For the categories of MA that use MAGI in the eligibility determination process, renewals will be scheduled every 12-months, with the month of application or annual review always being zero.
- If all eligibility factors for the MAGI MA case can be verified by DHHS through electronic cross-matching at that regularly scheduled renewal, the MAGI MA case’s regularly scheduled renewal period will be automatically advanced another 12 months.
a) Notification of the new renewal date, via New HEIGHTS-generated CS0006, MAGI-Only Rede Letter, or CS0030, MAGI Online Rede Letter, will be generated to the casehead along with the case information that DHHS used to renew eligibility.
b) The CS0006/CS0030 includes a request that the casehead contact DHHS to report any corrections that need to be made to the information that DHHS used to renew eligibility, but this information is assumed to be correct and it is not expected that corrections will be returned. The return of this information is not required in the renewal process. The eligibility worker should never close any recipients for failure to return this information.
- If all MAGI MA eligibility factors for the case cannot be verified by DHHS through electronic cross-matching, the MAGI MA case’s regularly scheduled renewal period will not be automatically advanced 12 months.
a) Eligibility factors for the MAGI MA case that cannot be verified by DHHS through electronic cross-matching include such situations as when reported wages or unearned income are not able to be electronically verified by DHHS (there is no electronic cross-match available, no response is received in the electronic crossmatch process, or the response from the crossmatch is not within the 10% threshold described in DFA SR 14-04, dated 01/14), and/or the MAGI MA case includes self-employment income, and/or the MAGI MA case includes an individual receiving Parent/Caretaker Relative MA in which continued deprivation must be verified.
b) Notification that eligibility could not be automatically renewed will be generated to the casehead via the CS0006/CS0030. In the CS0006/CS0030, the casehead is provided with: 1) a list of required proofs and 2) the information that DHHS used to determine that eligibility could not be renewed.
I. The proofs listed in the CS0006/CS0030 must be provided to DHHS by the 15th day of the month following the date on the CS0006/CS0030. Failure to provide the requested proofs within timeframes results in termination of medical assistance. Exception: If medical assistance is terminated due to failure to provide the proof requested in the CS0006/CS0030 and the casehead subsequently provides all the required proof within 90 days of the date that his or her coverage was terminated, eligibility must be reinstated back to the date of termination by the 30th business day following the date the last piece of proof was provided.
II. The CS0006/CS0030 includes a request that the casehead review the information that DHHS used to determine that eligibility could not be renewed, and return it if corrections are needed. This information is assumed to be correct and it is not expected that corrections will be returned. The return of this information is not required in the renewal process. The eligibility worker should never close any recipients for failure to return this information.
· When a case includes multiple programs of assistance as well as MAGI MA, redeterminations/recertifications for the non-MAGI programs continue to be aligned to coincide with the most frequent redetermination/recertification required by the cash, Food Stamp, non-MAGI category of Medicaid, or child care assistance program.
- If this regularly scheduled redetermination/recertification date also aligns with the regularly scheduled renewal date for MAGI MA case:
a) The notification associated with the type of redetermination/recertification scheduled for the cash, Food Stamp, non-MAGI category of Medicaid, or child care assistance program will be generated. E.g, the New HEIGHTS-generated CS0001, Rede interview, is generated if the case is scheduled for a personal interview, the New HEIGHTS-generated CS0005, Mail-In Rede Letter, is generated if the case is eligible for a paper redetermination/recertification, or the New HEIGHTS-generated CS0027, Online Rede Letter, is generated if the case is eligible to complete the redetermination online.
b) If all eligibility factors for the MAGI MA case can be verified by DHHS through electronic cross-matching, the MAGI MA case’s regularly scheduled renewal period will be automatically advanced another 12 months with no action required by the eligibility worker or the recipient.
c) If all MAGI MA eligibility factors for the case cannot be verified by DHHS through electronic cross-matching, the case’s regularly scheduled renewal period will not be automatically advanced 12 months, and this group will additionally receive the CS0006/CS0030 requesting the specific proof needed to renew MAGI MA eligibility.
- If the regularly scheduled redetermination/recertification date for the cash, Food Stamp, non-MAGI category of Medicaid, or child care assistance case does not align with the regularly scheduled MAGI MA renewal date, the MAGI MA renewal date is not impacted at all and remains unchanged. For example, If a Food Stamp (FS), Child Care (CC) and Children’s Medicaid (CM) case is scheduled for a FS/CC redetermination/ recertification in January, but the CM’s annual renewal is scheduled for March, the FS/CC case will receive notification of the January FS/CC redetermination/recertification, and the March CM annual renewal will remain unchanged with notification for that renewal being generated at the appropriate time, per policy.
As a result of the policy released above:
· DFA Form 800R, Application For Continued Eligibility for Financial, Medical, Child Care, and Food Stamp Benefits, and its associated instructions were revised;
· New HEIGHTS-generated letters, CS0006, MAGI-Only Rede Letter, and CS0030, MAGI Online Rede Letter, were created; and
· the following forms were obsoleted:
- DFA Form 800PR, Renewal Application For Children’s Medicaid (CM) and Medical Coverage for Pregnant Woman (MCPW), its Spanish translation DFA Form 800PR (Sp), and its associated instructions, DFA Form 800PR(i); and
- DFA Form TAX INFO(T), Rede Request for Tax Info, its Spanish and Nepali translations, DFA Form TAX INFO(T)(Sp) and DFA Form TAX INFO(T)(Ne), and its associated instructions, DFA Form TAX INFO (T)(i).
This SR additionally releases the following unrelated policy changes or clarifications:
· For the MAGI categories of MA, eligibility for children is no longer locked in for a 12-month period regardless of any changes that occur during the eligibility period, as originally released in SR 14-04, dated January 2014. As of the effective date of this SR, changes reported in the case now impact all members in the MAGI MA case, including children.
· If a New Hampshire Health Protection Program (NHHPP/NHHPP-M) recipient is pregnant at her annual NHHPP/NHHPP-M renewal, the pregnant NHHPP/NHHPP-M recipient must be transitioned to Pregnant Women MA, if otherwise eligible.
· Policy about medically-needy medical assistance has been added to the Medical Assistance Manual (MAM) in new PART 265, MEDICALLY-NEEDY MEDICAL ASSISTANCE.
· Descriptive information about the federally-operated Federally Facilitated Marketplace (FFM) has been added to new MAM PART 701, FEDERALLY FACILITATED MARKETPLACE (FFM).

The annual review for continued eligibility for programs of assistance other than Food Stamps was referred to as a redetermination. A Food Stamp annual review was referred to as a recertification. |
The terms for the annual reviews for all other programs remain unchanged. Per the Centers for Medicare and Medicaid Services (CMS), the word “renewal” is now used to describe annual reviews for MAGI MA cases. |
When a household was scheduled for their annual redetermination/recertification for any program of assistance,: · some households were required to submit a paper redetermination application and proof of various eligibility factors, some households were required to participate in a personal interview and provide required proof, and some households could re-apply online and submit required proofs. · Some households were allowed to use the paper or online redetermination at every regularly scheduled redetermination, while other households were required to alternate between paper/online redeterminations and in-person interviews. · The next annual redetermination was scheduled based upon successful completion of the current redetermination. |
The redetermination/recertification process for the cash, Food Stamp, non-MAGI categories of MA, and child care programs remain unchanged. For MAGI MA, the renewal process will proceed as follows: · No interview is ever required for a MAGI MA renewal, unless the MAGI MA case requests an interview. · If all MAGI MA-related eligibility requirements can be verified by DHHS through electronic cross-matching at the regularly scheduled renewal, then the MAGI MA case does not need to do anything to continue to receive MAGI MA; no renewal form nor proof need be submitted to DHHS for the MAGI MA to continue. DHHS will automatically advance the case’s annually scheduled renewal another 12 months. · If all MAGI MA-related eligibility requirements cannot be verified by electronic cross-matching at the regularly scheduled renewal, for example because the MAGI MA case has to verify deprivation (if a recipient of Parent/Caretaker Relative MA), and/or has self-employment income, and/or has wages or unearned income that could not be confirmed through electronic cross-matching, and/or the wages or unearned income exceed the 10% threshold described in DFA SR 14-04, dated 01/14, and/or DHHS does not have an electronic cross-match available to verify the eligibility requirement, then the MAGI MA cases’ renewal date will not be automatically advanced another 12 months. Instead, the CS0006/CS0030 generated to the casehead will list the proof needed to verify continued MAGI MA eligibility. This proof must be returned to DHHS by the 15th day of the month following the date on the CS0006/CS0030. |
If a case involved multiple programs of assistance, redeterminations/recertifications were aligned to coincide with the most frequent redetermination/recertification required by policy. |
If a MAGI MA case is also a recipient of another category of assistance such as cash, Food Stamps, a category of MA that does not use MAGI in the eligibility determination process, or child care assistance, the case redetermination/recertification will continue to align with the most frequent redetermination/ recertification required by the policy specific to the non-MAGI MA program of assistance being received: · If this regularly scheduled redetermination/ recertification date also aligns with the regularly scheduled renewal date for the MAGI MA case: - Notification of the redetermination/ recertification will correspond to the type of redetermination/recertification notice that is generated for the non-MAGI category of assistance: interview, paper, or online. - If all eligibility factors for the MAGI MA case can be verified through electronic cross-matching, the MAGI MA case’s regularly scheduled renewal period will be automatically advanced another 12 months. - If all MAGI MA eligibility factors cannot be verified through electronic cross-matching, the case’s regularly scheduled renewal period will not be automatically advanced 12 months, and the needed verification will be requested through the CS0006/ CS0030. · If this regularly scheduled redetermination/ recertification date for the non-MAGI category of assistance does not align with the regularly scheduled renewal date for the MAGI MA case, the MAGI MA renewal date is not impacted; it remains unchanged and two separate annual reviews will occur at the appropriate times. |
Recipients receiving Children’s Medicaid (CM), Expanded CM, or Pregnant Woman MA were provided with the DFA Form 800PR, Renewal Application For Children’s Medicaid (CM) and Medical Coverage for Pregnant Woman (MCPW), for the paper redetermination. |
All medical assistance programs using MAGI in the eligibility determination process will follow the new renewal process, and no application form is required at all. As such, DFA Form 800PR, all versions and all translations, are obsolete effective with the release of this SR. |
As released in DFA SR 14-09, dated 01/14, DFA Form TAX INFO(T), Rede Request for Tax Info, was created to collect federal tax filing information during the mail-in redetermination process for any case in which at least one case member was receiving non-nursing facility medical assistance, because this tax information was required for most Medicaid eligibility determinations. The new form was created on a temporary basis because the information was not collected on the redetermination applications used in the mail-in redetermination process. |
The tax questions formerly listed in the DFA Form TAX INFO(T) have now been incorporated into the DFA Form 800R, Application For Continued Eligibility for Financial, Medical, Child Care, and Food Stamp Benefits. As such, all versions of DFA Form TAX INFO(T) are obsolete effective with the release of this SR. |

Policy remains unchanged that: · an individual cannot be pregnant at application and be eligible for NHHPP/NHHPP-M; and · if an NHHPP/NHHPP-M recipient subsequently becomes pregnant during the NHHPP/NHHPP-M eligibility period, outside of her regularly scheduled NHHPP/NHHPP-M renewal, she remains in NHHPP/NHHPP-M. However, if an NHHPP/NHHPP-M recipient is pregnant at her annually scheduled NHHPP/NHHPP-M renewal, the pregnant NHHPP/NHHPP-M recipient must be transitioned to Pregnant Woman MA, if otherwise eligible. |
POLICY

a) The casehead is notified in the CS0006/CS0030 that the list of required proofs must be provided to DHHS by the 15th day of the month following the date on the CS0006/CS0030. Failure to provide the proofs requested within timeframes results in termination of medical assistance. Exception: If medical assistance is terminated due to failure to provide the verification requested in the CS0006/CS0030 within the original timeframes, and the casehead subsequently provides all requested verification within 90 days of the date of the termination of his or her coverage, eligibility must be reinstated back to the date of termination by the 30th business day following the date the last piece of verification was provided.
b) The CS0006/CS0030 also includes a request that the casehead review the information that DHHS used to determine that eligibility could not be renewed, and return it if corrections are needed. This information is assumed to be correct and it is not expected that corrections will be returned. The return of this information is not required in the renewal process. The eligibility worker should never close any recipients for failure to return this information.

- If all MAGI MA eligibility factors for the case cannot be verified through electronic cross-matching, the case’s regularly scheduled renewal period is not automatically advanced 12 months, and the CS0006/CS0030 requesting the specific proof needed to continue eligibility for the MAGI MA category of assistance is then additionally generated.
· If this regularly scheduled redetermination/recertification date does not align with the regularly scheduled renewal date for MAGI MA, the MAGI MA renewal date is not impacted at all and remains unchanged.
Please note the following when implementing this new renewal policy for the MAGI categories of MA:
· If the case is receiving multiple types of assistance and it is not the individual’s regularly scheduled MAGI MA renewal, never terminate an individual’s MAGI MA for failure to complete the redetermination/recertification for the other programs. Only those other programs are impacted if the individual fails to meet redetermination requirements for those other programs of assistance. In circumstances in which the other programs terminate because of a failure to complete the redetermination/recertification, New HEIGHTS automatically adjusts the case redetermination date so that it reflects the regularly scheduled MAGI MA renewal date – no action is needed by the eligibility worker.
Example: Food Stamp (FS), Child Care (CC) and MAGI MA case: Case redetermination date for FS/CC is January, while the MAGI MA case renewal date is June. If in January the casehead fails to complete redetermination requirements for FS/CC, New HEIGHTS will auto-close FS/CC, per usual process, and advance the case redetermination date to now align with the June MAGI MA renewal date, while keeping the MAGI MA open and with no action needed by the eligibility worker.
· Former Foster Care Child MA will always have the case renewal date advanced 12 months at the annually scheduled renewals, with no extra verification requested or required, as long as the child continues to meet the age requirements described in MAM PART 221, FORMER FOSTER CARE CHILD MEDICAL ASSISTANCE. Because there is no income eligibility requirement for this program, no income verification will ever be requested from these recipients nor will it ever be necessary to request this information from these recipients.
· Because it is a condition of eligibility for NHHPP/NHHPP-M that the individual cannot otherwise qualify for or be enrolled in a mandatory Medicaid coverage group (see MAM 230.01, NHHPP/NHHPP-M Eligibility Criteria), this means that if a current recipient of a non-NHHPP/NHHPP-M category of MA, such as Parent/Caretaker Relative MA, fails to provide any requested verification at their regularly scheduled renewal and 'failed/refused to verify’ is entered on the appropriate income or deprivation screen, New HEIGHTS will not cascade to NHHPP/NHHPP-M because the person is potentially categorically eligible for Parent/Caretaker and is failing this category of MA not because categorical requirements for the program have not been met, but because of a procedural reason (failed to verify). New HEIGHTS will only cascade to NHHPP/NHHPP-M for non-procedural reasons, such as if the individual is over income or does not meet categorical requirements of a program, such as Incapacity or Unemployed Parent deprivation criteria. Note: Because ‘failed/refused to verify’ is a procedural denial, it also means that these cases will not be referred to the FFM. Similarly, when the Program of Assistance (POA) screen in New HEIGHTS is used to deny MA, there is no cascade to NHHPP/NHHPP-M either as New HEIGHTS shuts down any MA category when the POA screen is used.
· The information that DHHS uses in the MAGI MA renewal process to determine continued eligibility is sent to the casehead as an attachment to the CS0006/CS0030. This information is assumed to be correct, and there is no requirement or expectation that a recipient will have to send corrections back to DHHS. No eligibility worker should ever deny/terminate MAGI MA at renewal for failure to return this information packet to DHHS. If, however, this packet or individual sheets in the packet are returned with notated changes, eligibility workers must act upon the information received, per MAM PART 143, ACTION ON CHANGES. No client signature is needed on the returned material, but the client’s case number is listed on each page so the eligibility worker can identify the case.
As a result of the renewal policy changes:
· DFA Form 800R, Application For Continued Eligibility for Financial, Medical, Child Care, and Food Stamp Benefits, and its associated instructions were revised;
· New HEIGHTS-generated letters, CS0006, MAGI-Only Rede Letter, and CS0030, MAGI Online Rede Letter, were created; and
· the following forms were obsoleted:
- DFA Form 800PR, Renewal Application For Children’s Medicaid (CM) and Medical Coverage for Pregnant Woman (MCPW), its Spanish translation DFA Form 800PR (Sp), and its associated instructions, DFA Form 800PR(i); and
- DFA Form TAX INFO(T), Rede Request for Tax Info, its Spanish and Nepali translations, DFA Form TAX INFO(T)(Sp) and DFA Form TAX INFO(T)(Ne), and its associated instructions, DFA Form TAX INFO (T)(i).
NEW HEIGHTS SYSTEMS PROCEDURES AND IMPLEMENTATION
New HEIGHTS has been programmed to implement the policies released in this SR effective for January 1, 2015:
· New HEIGHTS-generated letters, CS0006, MAGI-Only Rede Letter, and CS0030, MAGI Online Rede Letter, were created to implement the policies released in this SR. A draft copy of the CS0006 has been attached to this SR for reference, but New HEIGHTS will release both the CS0006 and the CS0030 under separate cover at a later date.
· New HEIGHTS also created a new document that will accompany any CS0006/CS0030 notice that is generated. The accompanying document is similar to the Eligibility Interview Summary (EIS) in content, in that it uses a “You told us the following” text format, but the information provided in the document is specific to only those eligibility factors that are required to renew eligibility for MAGI MA. Although the CS0006/CS0030 requests that the casehead return this document to DHHS with corrections clearly notated if corrections are needed, it is assumed that this document contains correct information and that this document will rarely be returned to DHHS. The return of this information is not required in the renewal process, and the eligibility worker should never close any recipients for failure to return an annotated packet. If, however, this document is returned, no signature is required on the document and all changes should be entered as notated on the document. The client’s case number is printed on each page as an identifier. A draft copy of this document has been attached to this SR for reference, but New HEIGHTS will release the official version of this document under separate cover at a later date.
· A new message 509 has been added to the mail-in (700) and online (933) Program of Assistance (POA) screen “Rede Failure” reason. Picking these failure reasons from the POA screen when a MAGI category of MA fails to provide the proofs requested on the CS0006/CS0030 within timeframes will generate the following explanation text on the termination NOD:
We told you that we needed certain proof from you to renew your eligibility for medical assistance. You did not get us the proof that we asked for within timeframes. Because of this, your medical assistance is closing. If you provide the proof we asked for within 90 days of the date of termination of your coverage, your coverage may be reinstated. If you have questions about the proof you need to send us, please call Client Services at the number below.
· The specific renewal dates assigned for each program of assistance is listed on the “Rede AG Details” tab of the Eligibility Review Information screen.
· In situations in which MAGI MA has been terminated due to failure to provide verification but the casehead has provided all requested verification within 90 days of the date of termination of his or her coverage, do not enter a new application date when reinstating eligibility back to the date of termination. Instead, reuse the “old” application date on the POA Screen with an Effective Date of the day after the closure date.
UNRELATED POLICY CLARIFICATIONS OR TECHNICAL CORRECTIONS
Eligibility for Children Who Are Recipients of a MAGI Category of MA.
For MAGI MA, eligibility for children is no longer locked in for a 12-month period regardless of any changes that occur during the eligibility period. As of the effective date of this SR, changes reported in the MAGI MA case now impact all members in the case, including children.
Treatment of Pregnancy At the Annually Scheduled NHHPP/NHHPP-M Renewal
An NHHPP/NHHPP-M recipient who is pregnant at her regularly scheduled NHHPP/NHHPP-M renewal must be transitioned to Pregnant Women MA, if otherwise eligible.
Medically-Needy Medical Assistance Information Added to the MAM
Policy about the medically needy medical assistance determination process has been added to the MAM in new PART 265, MEDICALLY NEEDY MEDICAL ASSISTANCE, as well as to individual program area manual topics, as follows:
· PART 203, CATEGORICAL REQUIREMENTS;
· PART 205, OLD AGE ASSISTANCE (OAA);
· PART 207, AID TO THE NEEDY BLIND (ANB);
· PART 209, AID TO THE PERMANENTLY AND TOTALLY DISABLED (APTD);
· PART 219, PARENTS/CARETAKER RELATIVE MEDICAL ASSISTANCE; and
· PART 229, CHILDREN WITH SEVERE DISABILITIES.
Federally Facilitated Marketplace (FFM) Information Added to the MAM
During the release of DFA SR 14-04, dated 01/14, information about the FFM was released in the SR but not included in the MAM because material in the policy manuals has traditionally been about client eligibility. However, due to questions about how the exchange of information occurs between DHHS and the FFM, new MAM PART 701, FEDERALLY FACILITATED MARKETPLACE, has been created reflecting the information released in DFA SR 14-04 as well as from FFM website and the Account Transfer Business Service Definition (BSD) document created by CMS, version 2.3.2, dated 10/2014, as provided by the NH Medicaid Specialist.
DESCRIPTION OF REVISIONS MADE TO FORMS
DFA Form 800R, Application For Continued Eligibility for Financial, Medical, Child Care, and Food Stamp Benefits
DFA Form 800R, Application For Continued Eligibility for Financial, Medical, Child Care, and Food Stamp Benefits, and its associated instructions were revised as follows:
· New Section 8, About Your Federal Tax Filing Status, was added to the form. This section incorporates information that was formerly contained in DFA Form TAX INFO(T).
· As a result of adding the tax questions to DFA Form 800R, Section 1 was also revised to request gender and SSN information, as this information was also needed when coordinating tax filing status among household members. The addition of these columns necessitated the elimination of the column entitled If any individual moved in since your last review, enter the date of the change, due to lack of space.
· The instructions for DFA Form 800R were revised to include the legal authorities associated with the form, and to clearly explain the work flow associated with the form.
With the release of this SR, the revised version of DFA Form 800R will be the only paper redetermination form used with any non-nursing facility case eligible for the paper redetermination process. The current version of this form can be used until the new version is available, after which time the old versions can be destroyed. Any paper redeterminations sent in on the old version of the form once the new version is in print must be acted upon per policy, and the recipient cannot be required and should not be asked to resubmit their redetermination on the new version of the form. This form, and its instructions, are available in the DHHS Warehouse and can be ordered using current forms reordering procedures, via the Quarterly Forms Order (QFO). The forms are also available electronically, for Department staff only, on the Lotus Notes Family Services Database.
DFA Form 800PR and DFA Form TAX INFO(T)
As a result of the new MAGI renewal process, the following forms were obsoleted:
· DFA Form 800PR, Renewal Application For Children’s Medicaid (CM) and Medical Coverage for Pregnant Woman (MCPW), its Spanish translation DFA Form 800PR (Sp), and its associated instructions, DFA Form 800PR(i); and
· DFA Form TAX INFO(T), Rede Request for Tax Info, its Spanish and Nepali translations, DFA Form TAX INFO(T)(Sp) and DFA Form TAX INFO(T)(Ne), and its associated instructions, DFA Form TAX INFO (T)(i).
DFA Form 800PR was obsoleted because all MAGI MA programs will follow the new MAGI MA renewal process, and no application form is required in this process. DFA Form TAX INFO(T) was obsoleted because the information in the form was incorporated into DFA Form 800R.
District Offices and healthcare providers may destroy any copies of either form in stock. A Certificate of Destruction has been included with this SR.

However, due to an overlap in projects touching this same MAM page, the SGA limits in MAM 209 were updated during the revisions to this page associated with this SR.
IMPLEMENTATION
The policy released in this SR is effective January 1, 2015:
· The new renewal process will begin with the January 2015 renewals that are generated in December 2015.
· The current version of DFA Form 800R can be used until the new version is available, and any redeterminations returned on any version of the DFA Form 800R must be processed according to current policy without requiring the client to resubmit the information on the new version of the form. The new version of DFA Form 800R has been inserted into the January 2015 redetermination notices that were generated in December 2014.
· District Offices and healthcare providers may destroy any copies of DFA Form 800PR or DFA Form TAX INFO(T) in stock. A Certificate of Destruction has been included below.
CLIENT NOTIFICATION
No special advance client notification is planned or needed. Administrative rules have been promulgated to adopt new PART He-W 883, ELIGIBILITY RENEWAL FOR ALL MAGI-RELATED COVERAGE GROUPS. At release, however, these rules have not yet been reviewed by the Joint Health Care Reform Oversight (JHRCO) Committee, as required by RSA 161:11. Once this committee has reviewed and commented upon the rules, the rules will then need to be reviewed by the Medical Care Advisory Committee (MCAC), to carry out the provisions at 42 CFR 431.12. As such, it is unclear when a public hearing on the proposed rules may be held, but at this point it will be scheduled no earlier than early spring 2015.
TRAINING
No special training is planned, but the policy in this SR was discussed at the Supervisor’s Meeting on December 2, 2014.
